He was born in Konya in 1961. He finished his high school in the same city.

He graduated from Istanbul University Faculty of Political Sciences Department of Public Administration in 1984 and form Marmara University Faculty of Theology in 1987. He completed MA and PhD Programs at Istanbul University Faculty of Economics. At the same time, He graduated from Haseki Training Center under the Presidency of Religious Affairs.

As an Academic, He worked at Erzincan Faculty of Law and Sivas Cumhuriyet University Faculty of Economics and Administrative Sciences. He made studies on the socio-economic impacts of Erzincan Earthquake, the characteristics of entrepreneurs in Middle-Anatolia, and regional development.

He elected as Mayor of Konya-Seljuk Municiplaity for two period (1999-2009). He was councilor of Council of Europe Local and Regional Authorities Congress as well as Union of Municipalities of Turkey during the same period.

He was appointed as professor at FEAS of Seljuk University. He was the head of the Department of Economics and he founded the Center for Regional Development and Applications.

He worked as founder-rector of Istanbul Sabahattin Zaim University in 2010-2013. At that moment, He is an academic at Istanbul University Faculty of Political Sciences Department of Public Administration and Political Science Branch of Economics.
